hi i been browsing the site and keep seeing "This. 12 chars."

What does that mean

Its what people type to fill up the space needed to have a "complete" message on the forum, usually because they can't think of anything more constructive to type. A post less than 12 characters is not able to be submitted to a thread.

Someone may agree with a topic but do not feel they could add anything to the discussion and answer like this

12 chars is used to make the post have the amount of chars required, although it's kind of dumb, considering it doesn't help contribute to the post, unless it's pure /signed or /unsigned
